SFC3: Can't connect to a TCP/IP LAN game

And I don't know why. It's a TCP/IP network, everything else seems to work. I can see the game but when I try to join the game it says "The Host is not responding. Please Try again"

And it does it every time. Does anyone have any suggestions?

   It is possible that you haven't download the mod or the host has enough players on and won't let you on.What are you trying to connect to anyway the Dynaverse 3 or GSA?

It's a simple LAN game. Internal network. GSA and servers have nothing to do with it.
