the model is mighty fine as usual but no offence, even if the drawing is atolms im fairly fairly certain the original design isnt o_O

the design itself is an original, i think you might be thinking about the USS Pasteur, Olympic Class.  in which case neither look very much alike, as the olympic class has a full sphere, while this one... well its sorta there.  other than that i'll pretty much gurantee that this is an original (you can find the original 3/4 view at http://jason9704.fotopic.net/ )

Background:

During the late 2310’s it became increasingly apparent to Starfleet command of the need for CSAR (Combat Search and Rescue).  Though this role was usually delegated to first responders, it was apparent that these vessels usually were not capable of handling mass casualties associated with fleet engagements.  Further, it was obvious that attempting a rescue operation while in a combat scenario was nearly impossible, further pushing the rate of fatalities.   There was a push in the Starfleet command for a vessel that:
1. Be capable first responder with the capacity to handle a variety of emergency situations. 
2. Though primarily a non-combatant, it would be able to rescue personnel off other vessels while other support ships provided cover as well as being able to be ward off scavengers who would prey upon a crippled vessel. 

From these general guidelines, the Advanced Starship Design Bureau was able to put forth several designs, from heavily modifying the Miranda Class to the Kelly Class.  Starfleet Command initially pushed for the Miranda modification; however, it became clear that such a vessel would not have the payload capacity necessary to act as a rescue ship, even with extensive modifications.  Further Starfleet Command wanted a ship that would be capable of carrying large support craft on scene.  After much debate, the consensus was that initial construction start on a Kelly Class prototype.

The Kelly class has some extensively unique features.   One of which being the oddly designed warp nacelles.   Unlike most ships that work on a quad nacelle design, with each nacelle being on its own strut, the Kelly class is unique in that in incorporates the nacelles into very compact package.  The unique design of the nacelles allows the Kelly class to cruise at a higher warp speeds, unlike most of its counterparts.  This is mainly due to the increase efficiency of the quad nacelle design offers.  The allowing of nacelle rotation, which helps lesson the overall load on the warp drive system, however only further enhances this.  This advantage, however, is not with out a few drawbacks.  The higher than normal cruise speeds results in an overall decrease the maximum performance of the vessel.  It was deemed that though the vessel would not be capable of fast sprints it would be able to maintain a higher sustainable warp speed for longer durations that any other vessel of its era, an advantage that was easily more important for a vessel of its type.

Some notable developments from the Kelly class were major advances in the sensor suite.  In order to fulfill its role in CSAR, the Kelly class needed to be able to find survivors.  One major problem that most first responders have is that they are sometimes unable get clear reading of a damaged vessel due to heavy ionization in the surrounding area.  In order to compensate, it was deemed that the Kelly class would need a sensor suite with enough power and resolution to be able to cut through surrounding interference.  These advances would later be applied to the Ambassador class, giving it the largest and most advanced sensor suite to date.

The First vessel, The USS Kelly NCC 26920, was commissioned on January 20th 2335.  Most notably was the commissioning of the USS Leonard H. McCoy NCC 26999 on June 11th 2336, the first vessel to recognize someone for their accomplishments while they were still living.
