Julin, you can buy any ship you want on GSA as long as it was built before or in the era you are playing. If you want to take a ship built in 2230 when playing in 2280 you can with no problem. Refit schedules are for the shipyards in D2 only.
No offense Julin, but I was on just about everyone's list as a really good ISC pilot. If I say the PPD needs to be on a leash you can believe its for a good reason. It is a devastating weapon when there are three or more of them and used correctly.

On the PPD limit. What makes the ISC special from say, the Gorn, is the PPD and I-torp. With a 1 PPD-ship limit (typically the flagship, which will wind up being a DNx, CCx, or CSx under the most experienced / best pilots control), the other 2 ISC pilots (like me) will, in all of their pre-Z refit missions, be stuck in what is effectively Gorn ships with wierd phaser arcs (no PPD or Pl-I), and no bigger than a CL, unless they want a G-torp only CA... Basically, my thought, the ISC should be allowed a 1 PPD-mount ship (CAx or CMx) to escort a 2 PPD-mount ship (like the CCx or CSx), and spread the PPD wealth around both the squadron and players easier... I was thinking about finding a way to let a 5-PPD squadron (DNx with CAx / CMx) exist, but there's really no situation where a DN / CA / CL squadron could not be filled by a DNT / CCZ / CAY / CLZ squadron. And Corbo, as I haven't tried this, how well does the 3xG-torp I-CAW stack up to the late-era CAs, like plasma boats which commonly has 2xPl-S and 2xPl-F?
