How do I alter the sounds for SFCIII?

I'm trying to change some of the sounds for the game, but I can't seem to get them to work. Everytime I tweak one of the sounds, NO sound effects play at all in the game. The music still runs, but I can't even hear a beep from clicking a button. I've made sure that new sound files I introduce are of the correct format...but still no luck. Can anyone help me, please?

.wav files always work, but to get .mp3 to work you need certain encoders. I use Creative PlayCenter 2's encoder, as it always works for SFC3.

Try not to make them too big!!
