Topic: SFC3 Pirates defend all bases?

Hello  First,let me say SFC3 wouldn't be near as interesting if it weren't for all the talented modders here.I've been playing since the game came out and getting most of my tips by reading the forums but this I can't figure out.
My 9Race map works great but for the pirates being the defenders of  any base or planet you attack[Rom,Card,8472,etc..]
It's not a big thing but just doesn't seem right.
Any ideas would be appreciated and keep up the good work!
