Yep, it could be Starfleet Command 3: Daggerfall, or Starfleet Command 3: Battlecruiser Millenium.

From my own experience in programming, I know that sometimes a program will work perfectly on a 'standard' machine simply because it is NOT standard, but has had some extra fix or patch or utility applied which causes the program to work correctly, but which can't be counted on to exist on the customer's machine, and naturally the developer forgets to include it in the install or even mention it (if he even remembers it).

Besides, I've had programs crap out while the installer was extracting files so I have no doubts that developers simply do not put in enough test time on the 'release' version of their programs.

Wrong!!

You can still buy Taldren releases that have been out a year or more and still have serious issues.  

If I had to guess, once a release is out they go right worrying about the next one, and which bugs to put in it.
