He's narrowly dodging those wrenches. He's not getting hit. He didn't reload literally 40 something thousand times if he didn't need to worry about getting hit.

Most of the reasons people think that he's cheating is because he's playing the Japanese version and using a turbo controller.  Bowser takes less hits to kill, and you can kill the kid...things...faster.  The American version has the stage transitions cut and stuff, but I think it's slightly harder, and probably couldn't be beaten as quickly.  Also, you certainly couldn't gain lives off the cannonballs.
