well that all depends..  if you are trying to play the original sfc3 with no patch then you will need the sfc3_directx9_fix.  once you install that it should work fine.  however if you are running a sfc3 beta patch version you have other troubles.

Yes, it does the same to everyone ...

Here's what to do ... you ignore it. Press NO.

But, if you don't install the DX9b executable again, the game will not launch and lock.

So just keep the executable somewhere and re-install it. Humor the thing.

Reboot machine.

Do this before you boot the game and you will be fine.

This problem is related to playing the non-patched version of the game. Since you installed the patch you should be fine.

No, it still happens with the patch. It's when you load the game from a fresh install. Always asks the same question, then if you have previously installed DX9 (or anything higher than 8.1), it still asks. So you have to install it again.

Someone should fix this if the game is going to be just patched and not re-released.

DirectX will not install over a previous version of itself. It's not an easy task to force directx to an earlier version. I've heard it is possible, but hard to accomplish.

I have done it for a very similar reason, but it requires a freeware tool that I was unable to locate again, otherwise I'd have posted the link for ya... try doing a search on Direct  tools, maybe you'll find something.... yeah, it was sort of a pain, and I think the system ran a little off thereafter.
