does anyone know if there is a file that controls what races are allied or at war w/ each other in SFC I ? if so, can anyone tell me what it is and how i can alter it?

well i think its all in the script, so you will need something to make script, i dont know if a script can be change i never think about it.

Actually one of the files has strings that determine economy, hostility level and so on. They are all editable with wordpad or many other text editors. I do not recall the name of the file but I found it originally just by opening the files and looking around. There are some thorough tutorials out there that have almost any info you could ask about but you can easliy do ityourself just by trial and error. Why no URLs? -Its been a long time since I messed with it and no longer have them.
