SFC3 shuttle launch question

Posted here as its more active than the mod forum and SFC3files forum gives a blank page when I click new thread.

Anyways, Mackie and I are working on an SFC3 mod. I wanted to make the shuttles a bigger part of the game. Here is the problem. I can not remember the last time the AI launched a shuttle. Now it could be that there ships are being made with none available. Keep in mind though that my defaultloadout and default core are still original, unmodified and I have the beta patch installed.

So to test it out I played in skirmish at admiral level. I tried both an Akira and the KLink ship of the same class for AI ships.
I resupplied them so they had all there shuttles. Guess what I launched all mine and the AI kept theres docked the entire battle. What gives?  THis is frustring because if I make the shuttles a bigger part of the game, it will only make the game easier in single player as the AI refuses to launch theres. I checked in every file to see if there was something pertaining to this , but I found nothing. Anyone got a suggestion or two?

The only thing I found is in deaultcore there is a entry in each ship something like this, Shuttles:1:3:2    

One number must be the max a ship can have. Not sure about the other 2 numbers, but I wouldn,t think this would effect weather they get launched or not. It doesn't make sense that a ship would have shuttles and not use them. I can see if there were still wild weasels where the AI might hold them in reserve. But 3 shuttles against no shuttles can be a big difference once a shield is dropped.

The AI launches shuttles when an enemy ship's hull integrity enters the red zone not before, which really limits the AI in the TNZ mod, if its flying a fighter carrier.

I can tell you the 3 numbers though.

The 1st is the "minimum" an AI ship will have and also the default starting number for players. The 2nd is the maximum possible Shuttles. The 3rd is the maximum an AI ship can start with. An AI ship always starts with a random number of shuttles, and always a value from the 1st to 3rd values.

It's the same with Marines & Mines.

this is untrue.. when playing AI launches shuttles around the same time that I do, whether at the beginning or middle of a battle... that is playing on Admiral level of the game...

what you say is true if you do not launch shuttles at all during mission.
