I think what he is talking about is a guy making a Paint Program that was going to be free and easy to use. Apparently though, I haven't heard of anything about this in months.

Not sure why they guy is even asking. he should try to find an old copy of Paint Shop Pro 5. It has all the stuff you need to make SFC texturing and its cheap. I bought a copy from www.half.com for like 20 bucks.
