I think a more accurate version of Romulan warp drive development would be that it took a lot longer for the Rommies to development the Warp 5 engine used by Archer's Enterprise NX-01 and  were instead restricted to Warp 3.  At Warp 3, the Rommies could still develop a decent empire (ie. up to 100 LY from Romulus) and still battle Earth and Kirk in the 2160s and 2260s, and still be restricted to a small area of space.

Id make a bit more of a constructive comment on this topic, but alas I have been cut off from my collection of Star Trek movies and books.  I was wondering if someone could look at ST III: The Search for Spock, and in particular pay attention to the security status screen when McCoy broke into Spock's Cabin.  Its diagram shows a Constitution Class Starship (Starship class if you want to go by whats shown on the TOS dedication plate (but lets not get into the inconsistancies in that series)) but I cannot remember what the title said above it.  It looked like something out of the Star Trek Techincal Manual, but its been a while since ive seen any movie but Nemesis, so my memory is vague at best.

Other: Hydran Lord Marshal

I've always imagined of flying a Hydran vessel in the TNG era.  Burning holes in a Sovereign's hull and then imploding hellbores on the bare hull.

As for that Early Romulan ship that I didn't know where the pic was shown on screen (I've seen it plenty of times in the Star Trek Chronology)

Here's an interesting picture that I would like to see in a late episode of Enterprise

 

Kind of looks like the ancestor to the Hawk.

Well, the Hydran itself would look the same, however the ships would be 'TNGd' in a sense.  I'd expect them to look much sleeker with a 'fast and mean' kind of look.  Instead of Hydran piloted fighters they'd use computer operated drone fighters.  Smaller and faster than regular fighters, but can be used and reproduced in large numbers.

Fusions be much in the same however they would probably be slightly heavier in damage.  I'd expect they would have an underload, overload, normal, and suicide setting.

Hellbore, Although they don't have an on-board computer, I still think they could be used these wasys.
-Proximity
-Rapid Fire (Short burst, Long burst)  Both would 'burn out' the cannon.  Each individual hellbore would inflict a fraction of the damage of a standard hellbore.
-Standard
-Direct fire

I don't know really, I just like to think of how insteresting they could be in the TNG era.

Here are my vote results:

Federation favorite ship vote:  Galaxy class
Reason: I always like the organic flowing curves of the galaxy class.

Klingon favorite ship vote:  K'Tinga class
Reason: I grew up watching the TOS episodes and always loved the intimidating battle ready look and design of the D7 / K'Tinga class.

Romulan favorite ship vote: D'deridex Warbird class  
Reason: The hollowed out center and the sheer size of this warship always captivated my attention of this particualr ship.

Yes I'm probably crazy , but i think the D'deridex is really the coolest ship ever made. It is so huge and intimidating (ahum...ahum, maybe that rear hardpoint will help.... a bit  )

And it just looks very nice.

Yep, its cool looking no doubt.

Huge? Maybe. It may be long, but its mostly empty space in the middle.

I've often wondered why the heck they'd build a ship that way. It'd be a huge waste of metal to spread it out so much.

Well, just like on a Federation Starship, the Warp cells have to be far away from human living areas.  The warbird just has a different design to hold those warp cells out away from the rest of the ship.
